📣 Huge development in Europe and marks the next big step in turning the EU into the global leader in carbon management and carbon dioxide removal (#CDR) policy.
🎯 While details are still being published, it looks like we will have a 400Mt per year removals target for 2040 in the most ambitious scenario, aiming for 90%+ emission reduction by 2040 and net-zero by 2050.
💔 While I applaud the commitment towards scaling CDR, I am concerned with a few things:
1️⃣ The lack of separate, dedicated targets. Right now, point-source carbon capture and storage (#CCS) is mixed up with CDR. LULUCF is no longer separated from industrial removals. All thrown into one pot.
2️⃣ The missing link to the Carbon Removal Certification Framework (#CRCF) feels like an obvious lost opportunity to build on great existing CDR policy.
3️⃣ The focus on Direct Air Carbon Capture and Storage (#DACCS) and Bioenergy with Carbon Capture and Storage (#BECCS) and the omission of high potential technologies such as biochar carbon removal (#BCR) and enhanced weathering (#EW).
📣 Overall, I am very excited about these two proposals being published today. They are a fantastic starting point to develop the next set of carbon management policies in Europe. However, a lot of work will be needed to make sure the 2040 Targets and the ICM Strategy will live up to their potential.
