🏛️ Hot Brussels insights: where is EU CDR policy heading?
📍 Just came back from the first ever Carbon Removal Policy Summit by Carbon Gap in Brussels. Perfect timing given the flurry of activity over the summer and the huge volume of files coming up.
Key takeaways for me:
🔹 ETS: understandably the hottest topic right now. Everyone agrees the proposal is an absolute game changer and that we need to firm up the 250Mt number. Key discussion is the link to the CRCF and the potential inclusion of biochar in particular.
🔹 EU Buyers Club/Coalition: 2026 will be a success, with several offtakes to be announced. The big question is what follows. Will it be linked to the ETS, if so, how? And will the claims guidance in Q1 genuinely draw in more buyers?
🔹 Member state targets: a lot of excitement - including from member states - for this proposal. Many see it as a key tool to unleash demand/support for non-CCS CDR methods as well. Proposal in Q4 this year.
🔹 International credits: so much discussion around the quality criteria. CRCF aligned? ETS aligned? Like for like? We shall see. Proposal also due in Q4.

🤩 The Summit itself was a resounding success. I counted almost 20 policy makers spanning many member states and the EU Commission.
📚 And Carbon Gap really delivered. Probably the most exciting moment was the announcement of the Policy Lever Library: 165 specific policy levers to fit any need, from supranational, to national, to local.
