🇺🇸 Given the uncertainty at the federal level, it is time to refocus on U.S. states, many of which hold vast potential for CDR. Today: Washington, which has an economy the size of Switzerland!
📅 This year could be make-or-break year for hashtag#CDR in Washington. The Department of Ecology’s final report, due in June, will outline policy recommendations for scaling CDR across the state.
✒️ It will assess leading technologies, compliance market integration, federal funding opportunities, and carbon accounting mechanisms. This report will shape Washington’s procurement strategies and compliance incentives, marking a pivotal moment for the state’s carbon removal future.
⭐ Washington aims to hit net-zero by 2050 under the Climate Commitment Act, which will inevitably require scaling CDR, especially in sectors with hard-to-abate emissions.
✅ Cap-and-Invest & regional linkage
Linking Washington’s cap-and-invest market with California and Québec could reshape the CDR landscape. If market linkage is finalized in 2025, it could impact CDR project eligibility, offset credit rules, and funding mechanisms, supercharging CDR growth.
🔹 Marine CDR & geological storage
Washington can store 100+ gigatons of CO₂ in basalt and saline aquifers, with a capacity for 4.5M metric tons annually. In 2023, Ebb Carbon, PNNL, and UW launched a pilot to remove 100 metric tons of CO₂ per year.

According to the RMI Carbon Removal Atlas for U.S. States, Washington is one of top states for carbon removal, getting top scores (3/3) for DAC, Direct Ocean Capture, Carbon Mineralization, Enhanced Weathering, Ocean & Terrestrial Biomass CDR.
