šļø To wrap up the year, Eve Tamme and I recorded a CDR Policy Scoop episode reflecting on the biggest CDR policy developments of 2025 - from very different angles.
š From my side, the biggest low point was the US retreat from climate leadership: withdrawal from Paris, attacks on climate science, and frozen DAC funding all had real impacts on carbon removal.
šŖšŗ At the same time, leadership didnāt disappear, it just shifted. Europe stepped into the spotlight with:
1ļøā£ Carbon removals embedded at the highest level via the EUās 2040 target
2ļøā£ Steady progress on the CRCF and permanent removal methodologies
3ļøā£ Early signals on buyersā clubs, ETS integration, and public procurement
š At the national level, 2025 also delivered some stand-out case studies:
š¬š§ The UK kept CDR ambition alive across a change in government
š©šŖ Germany put serious public money behind removals
šØš Switzerland continued to lead on Article 6 and durable CDR
ā ļø 2025 also exposed the limits of voluntary frameworks. Expectations were high, but the reality was sobering.
